Minister for Justice Charlie Flanagan has laid a wreath at the memorial for the victims of the Dublin and Monaghan bombings on the 45th anniversary of the attacks.
In May 1974, four bombs exploded in Dublin and Monaghan, which killed 33 people and injured 300.
No one has ever been arrested.
