The plan is being put in place as part of an EU directive.
Offaly County Council is due to release a 5 year Noise Action Plan this month.
There are concerns around noise pollution from traffic passing through town roads where houses are nearby.
The Environmental noise directive comes from the European Union, and aims to inform the public about the noise levels in their living environment, and to assess and manage environmental noise.
Research from the local authority has found exposure to environmental noise from road traffic, railways, aircraft and industry contribute to about 48,000 new cases of heart disease, and 12,000 premature deaths, every year.
