The initiative aims to make the site a better community resource while also becoming a regional visitor centre.
The scheme include plans for a hub building, lakeside access and parking improvements, biodiversity enhancement and new infrastructure to support the site.
Locals are being invited to leave suggestions on how to improve Derryounce, through a survey on the Offaly County Council website, which will be opened until the 31st July.
