Stephen Donnelly says we're now at a pre-pandemic level of meeting people that's driving a certain amount of cases.
It comes as 3,903 new cases of COVID-19 have been recorded, with 425 people in hospital last night and 76 in ICU.
Over 1,200 people have been diagnosed with the virus in the midlands in the last 7 days.
Laois had the highest number of cases in the region with 480 people testing positive, followed by 425 in Westmeath and 304 in Offaly.
