Fianna Fáil is being accused of "disappointing and undemocratic" behaviour in Offaly.
Independent Councillor Seán O'Brien thinks the party is abusing its majority on the local authority to dominate the positions of cathaoirleach and leas cathaoirleach.
He claims councillors in the Tullamore Municipal District had an agreement to rotate the positions, with two independent reps due to assume the roles this year.
But Councillor O'Brien says Fianna Fáil colluded to appoint a Fine Gael Councillor as Cathaoirleach instead, and one of the party's own members as Leas Cathaoirleach.
