Peter Ormond says he and his colleagues will support the proposal if put before them this month.
Fianna Fail Councillors will be voting in favour of granting planning permission for the location of the long awaited Midlands Hospice.
Planners in the council will rule on an application to build the 20 bed palliative care facility for the December meeting of the local authority.
The application for the development on Arden Lane in Tullamore constitutes a material contravention of the Offaly County Development Plan, and will require a vote by elected members.
Fianna Fail holds seven of the 19 seats on the council - the proposal will require a 75% majority to change the County Development Plan.
The site of the project was subject of a long running debate with a significant number of campaigners calling for it to be constructed on the Wellwood Health Campus in Tullamore.
Following a scoring matrix assessment, the HSE choose the Arden Lane site.
A decision is due on the application in time for the monthly meeting of the council on December 15th.
