More than 200 apartments and 20 commercial and retail units were included in the plan.
An appeal for a major residential and commercial development in Offaly has been rejected by An Bord Pleanala.
Cayenne Holdings had been seeking planning permission for 204 apartments, 20 commercial and retail units in Tullamore.
Offaly County Council had previously refused permission for the 'Distillery Yard' development in April this year.
The proposal would have seen six blocks, ranging from 2 -13 storeys in height, located between Patrick Street and Kilbride Street.
An Bord Pleanála cited three main reasons for its decision, including the excessive density of the development being in contrast to guidelines set out in the Offaly County Development Plan and in the Ministerial Guidelines.
It's also been claimed the scale and height of the development would be out of place with the skyline in Tullamore.
Finally, ABP says it was not satisfied with the vehicle access and servicing arrangement laid out and the possibility of public endangerment.
