Homes subject to long germ leases through the council will also be part of what's described as a huge increase in inspections which it's hoped will identify real and verifiable issues.
The local authority expects that progress with inspections will be much better than previous years, a move welcomed by Cathaoirleach Declan Harvey.
He says many private landlords are effectively 'getting away with murder', receiving a weekly payment in exchange for substandard provision:
