The 10 million year lease of a former midlands army barracks is being described as an "anomaly."
In the 1860s, then landlord of Mullingar Lord Greville signed over the lease for Columb Barracks to the War Office.
It was due to sanitation issues within the premises and the promise of the creation of a sewerage system.
James McKevitt, a historian based in Mullingar says while Lord Greville practically handed over the land, he still retained some say over it:
