Laois County Council have appointed a chief executive for the interim.
Two local authorities in the midlands will be under new stewardship going forward.
In its final act before a new council is elected next month, Westmeath County Council confirmed the appointment of Barry Kehoe as its new chief executive.
Mr Kehoe had been performing in the same role since Pat Gallagher announced his retirement in February.
Laois County Council have also appointed a new CEO.
Simon Walton has been confirmed as the local authority's interim cheif executive for a six month period, while they carry out a search for permanent successor to John Mullholland.
