That's according to Billy Gallagher, a resident of Dysart close to the River Suck, where this is happening.
He says it's been a problem for at least 15 years, and has gotten particularly bad recently with what he dubbed "after Christmas dumping".
Mr Gallagher says he believes the only way to prevent this from happening is installing CCTV:
