Galway native Qualter is a past student of Athlone Institute of Technology, where he won a Fergal Maher Cup medal.
He will be assisted by Derek McGrath, Damien Carter and Tadgh Doran.
Tomas Hassett is also coming on board as strength and conditioning coach.
Laois have been on the lookout for a new manager since Liam Dunne decided not to seek a second term last December.
