The Kilclonfert man succeeds Martin Murphy after a tumultuous 2023 campaign.
Declan Kelly has been appointed as Offaly Senior Football manager.
The Kilclonfert man led the Faithful county to All Ireland success in the Under 20 Football Championship in 2021 and his eventual ascension to the senior side has been anticipated since.
He succeeds Martin Murphy who stepped in from a selector role following the sudden passing of Liam Kearns in March. Murphy recently announced he would be stepping away from the inter-county set-up.
Kelly's backroom team is soon to be stated.
