Éabha Sherry's early goal helped the Ulster side to their first victory of the campaign, while Westmeath are still searching for their opening points.
Meanwhile, in Division Three Laois secured an emphatic victory away to Limerick, with Stephen Duff's side claiming a 5-15 to 0-7 win away to Limerick.
Emma Lawlor and Laura Marie Maher scored two first half goals, while Emily Lacey, Mia Brannigan and Lauren Kearney added three strikes in the second half.
