Carr who has competed at this level on a number of occasions completed a straight sets victory over Georgia's Aleksandre Metreveli 6-2, 6-2 in a must win contest before also sealing the match winning doubles contest with partner David O'Hare 6-3, 6-2.
Elamin was not involved in the playoff but had played in the earlier group matches.
They will now play at the Group I during the next international window.
