Italy goalkeeper Gianluigi Donnarumma - who was named the Player of the Tournament - is included along with Leonardo Bonucci, Leonardo Spinazzola, Jorginho and Federico Chiesa.
Raheem Sterling, Kyle Walker and Harry Maguire are the England players included.
The rest of team is made up of Denmark's Pierre-Emile Hojbjerg, Belgium's Romelu Lukaku and Spain midfielder Pedri, who was named the Young Player of the Tournament.
