Stephen Rochford was ratified at a club meeting Tuesday evening just a few weeks after he stood in as interim Mayo manager with Kevin McStay stepping back for health reasons.
Rochford managed Mayo from 2016 to 2018, reaching back to back All Ireland Finals in 2016 and 2017.
He joins the Offaly champions as they prepare for their defence of the Dowling Cup in a group containing Shamrocks, Bracknagh and Clonbullogue.
