The Tullamore Harrier clocked a time of 10.59 to take victory in Carlow ahead of Simon Essuman (10.68) from Tallaght AC in second, and Conor Morey (10.71) from Leevale in third.
Power smashed Gordon Kennedy's previous record at the club of 10.75 set in the year 2000.
The time leaves Power third in Ireland's rankings for the 100m.
