Disciplinary proceedings have been opened with regard to alleged disturbances caused by England supporters during the national anthems and the lighting of fireworks.
A charge is also being faced due to a laser being used in the stadium - which appeared to be shone at Denmark goalkeeper Kasper Schmeichel as he faced a penalty from Harry Kane.
The case is being dealt with by UEFA's Control, Ethics and Disciplinary Body.
England play Italy in the final at Wembley on Sunday.
