The win confirms Westmeath's position in the knockout stages, with Dublin have been eliminated and will now contest the Andrew Corden Cup.
Elsewhere, Offaly got their opening victory of the season as they saw off Wicklow by 0-18 to 2-5.
Cian McNamee scored 0-5, with Jack Ryan and Cillian Foran also shooting well with 0-4.
The win secures Offaly a spot in the quarter finals.
Laois came from seven points down to beat Carlow in Portlaoise on a final scoreline of 3-17 to 2-17.
Darren Brennan and Ennae Byrne got their sides goals in the second half goals, with the win securing Laois a place in the Andrew Corden Cup semi-finals.
