Mullingar historian Jason McKevitt wants councillors to take action over Columb Barracks.
"A chamber of horrors"- that's how a Westmeath historian is describing the local authority in the county over the situation at Columb Barracks
The Mullingar site closed in 2012 and is currently managed by the Land Development Agency.
Its grounds have recently been used to house international protection applicants while the buildings themselves remain vacant and unused.
It comes after Longford County Council secured €7m under the Town Centre First Heritage Revival Scheme to regenerate Connolly Barracks.
