It follows an incident involving a horse in Dublin over the weekend.
An Offaly-based animal welfare group says there should be a system similar to driving licences for people operating horse-drawn carriages.
It comes after a horse was reportedly kicked after it collapsed on the road at Christchurch in Dublin over the weekend.
