Laois County Council had approved the development earlier this month, subject to conditions.
The proposal includes demolishing eight vacant buildings to make way for the supermarket on Emmett Street in Mountmellick.
Local resident Olive Joyce is appealing over concerns about potential damage to the street where she lives, infrastructure issues, and a lack of consultation.
A final decision on the project will now be made by An Coimisiún Pleanála.
