Only 14 million hours of the HSE's target of 24 million hours of home care have been met this year.
The government is being called on to provide more assistance to family carers.
There is currently 1 in 8 people providing care in the home, by 2030 it's expected that number will be 1 in 5.
The HSE has set a target to provide 24 million hours of home care, in the year to August, only 14 million of those hours have been met.
Family Carers Ireland, based in Tullamore, says that target is insufficient.
