There are over 16,000 children on a waiting list for services.
The Leader of the Social Democrats says children with disabilities are being "actively harmed with persistent neglect."
The HSE has launched a new Roadmap to improve Children's Disability Services between now and 2026, which includes filling over 400 vacancies by the end of next year.
The map shows there were nearly 2,500 children on a waiting list in CHO8, which includes Laois, Offaly and Westmeath - there were also over 400 overdue assessment of needs in the area.
Nationally, those figures are over 16,000, and 6,000, respectively.
