The Garda Organisation's job is to serve the public regardless of what the situation is, according to a former detective based in Westmeath.
It follows an independent report, which found Gardaí were unproductive, demotivated and deliberately putting in a poor performance when tasked with roads policing.
The report also found that a number of Gardaí were already thinking about their retirements and their pensions.
