The building had been delayed since January.
The contract for the building of a new arts centre in Offaly is expected to be signed in the coming week.
The Department of Culture, Heritage and the Gaeltacht gave the go-ahead for the project in Tullamore in January and a contractor was chosen, but legal and insurance issues delayed the start of building.
The new facility will be located at the former Kilroy's department store on high street in the town.
A start date for the construction will be announced following the signing of papers by Offaly County Council.
