An elderly midlands woman lay on a road for 90 minutes waiting for an ambulance.
That's according to Independent Councillor Sean O Brien, who also says it unacceptable.
He's calling for a review of the National Ambulance Service as he claims that on a constant basis there are no ambulances available in Offaly.
He says he can't get over the lack of cover in the county:
