The annual report of the independent statutory body also found there was a decrease of 18.5% in the number of reported cases of physical restraint, and close to a 17% drop in the number of seclusions compared to the previous year.
The report highlights that over-capacity is down from 46 instances in 2023 dropping to 7 last year, there were 5 child admissions to 5 adult units this compares to 14 admissions to 11 adult units in 2022.
However, the Inspector also reported that low compliance has persisted across several fundamental regulations such as individualised care planning, risk management, staffing and premises.
In 2024, the Department of Psychiatry, Midland Regional Hospital, Portlaoise has seen what was described as a concerning increase in non-compliance. With four of the seven areas rated as critical - the highest level of risk.
It had an overall compliance rate of 83 per cent.
The Maryborough Centre in St Fintan’s Hospital in Portlaoise is at 93%, while St Loman's Hospital in Mullingar recorded a compliance rate of 86%.
They're part of Health Area CH08 which had overall compliance of 86.5%.
While 40 people raised a total of 64 concerns in the area with the most common themes relating to experience with approved centres, concerns for a family member or friend, comments about clinicians, access to mental healthcare and follow ups.
