Landlords will be able to hike rents to market rates between tenancies from March 1st.
It's after the Dail voted through the new laws, despite opposition parties arguing it will lead to even higher rent rises for tenants.
However the legislation which will pass the Seanad today, also offers minimum tenancies to renters of six years.
Meanwhile, the latest 'Locked out of the Market' report from Simon shows there was not one single property available to rent within HAP limits in Athlone, Portlaoise, and eight other areas surveyed last December.
Only 31 rental homes were found within the higher 'discretionary rates' in the 16 locations examined by the charity.
