Two people in Offaly were recently quoted €120,000 for a full retrofit.
People in Offaly can't afford the cost of retrofitting their homes.
That's according to Councillor Ken Smollen, who's raising the concerns after two people in Offaly were quoted 120,000 euro to have their homes fully retrofitted.
He says even with the 49% grant, it's unrealistic to assume households can afford €50,000 or €60,000 to have the work carried out.
The Independent rep says, at this stage, retrofitting is a dream at best:
