Smaller farmers say minimum thresholds prevent them from claiming certain fuel support schemes.
Petrol and diesel prices have risen by an average of 19 cents a litre during July.
For motorists filling 50 litres a month, that amounts to €9.50 extra for a tank of diesel and €4.50 more for petrol.
Meanwhile, smaller farmers say they aren't able to claim some of the fuel support scheme due to minimum limits set.
Around €65 million from the fund has gone unclaimed so far.
