That's the view of SIPTU Divisional Organiser, Adrian Kane, who was speaking at a Joint Oireachtas Committee on the Environment and Climate Action.
He also says pay for workers in the sector fails to provide an acceptable standard of living.
Mr Kane says Ireland is the only EU member with a free market system for the collection of domestic waste and overall the current model is not sustainable:
