"Habitual offenders" are exploiting the legal aid system.
That's the claim being made by Westmeath Councillor Mick Dollard, who's calling for a change in legislation surrounding the system.
The service is provided by the Legal Aid Board in civil cases when people meet certain requirements, typically when their means are below a limit.
