Over 80 families are still waiting to move into homes in the Sandwood Estate in Portlaoise.
A Laois TD believes house buyers in the county have been "overcharged" and "misled" by a property developer.
Independent rep Brian Stanley says houses in the Sandwood Estate in Portlaoise were sold to people before a connection agreement with the ESB was put in place.
Over 80 families remain locked out of their new homes in the development led by UK based developers Hollybrook.
Deputy Stanley says ESB reps have told him that the site was never ready enabling works despite multiple visits.
Hollybrook has been contacted for comment.
He says the problem is part of a bigger infrastructure issue:
