Planning permission was granted for the facility on Arden Lane in Tullamore.
The HSE is confident plans for the long awaited Midlands Hospice will survive the appeals process intact.
It comes after Offaly County Council officialy granted permission for the facility to be constructed on Arden Lane in Tullamore.
This follows a running dispute over the location of the hospice with the Offaly Hospice Foundation among others calling for it to be built on the Wellwood Campus in Tullamore.
The plans are now subject to appeal for a four week period before the documents are prepared for the HSE's tender process with construction expected to begin in the first quarter of 2027.
