The Acting Chief Medical Officer, Ronan Glynn, says people can meet people but limit the number of contacts you have and to wash your hands, keep your distance and wear a face covering.
He says people should have small networks.
The Taoiseach says the schools will reopen and they will do everything they can to ensure they reopen safely. He says there have been too many house parties and there have been larger gatherings and there are more household clusters. He believes the majority of people are abiding by the guidance and that the new restrictions on the number of people gathering in households is to ensure we can reopen schools.
The Fianna Fail leader also confirmed the restrictions in Laois Offaly and Kildare will be reviewed later in the week.
Ronan Glynn says NPHET will meet on Thursday to discuss the situation in the three counties.
