It comes as driving test waiting lists get longer.
The amount of learner drivers on Irish roads is a "scandal", according to the Irish Road Haulage Association.
By the end of March, there were just under 46,000 motorists on provisional licenses in the midlands.
There's 18,000 in Westmeath, 15,000 in Laois, and 12,800 in Offaly.
Nationally, the figure is 842,000 with over a quarter of a million of those based in Dublin.
