A Westmeath couple, who paid €6,500 to have their water connected, were sent an instructional YouTube video instead.
The pair paid for the service in November of last year and, after seven months of emails and intervention from a local councillor, Irish Water sent them a YouTube video, showing them how to do it themselves.
