The local authority have approved its draft Corporate Plan outlining these goals.
It's looking to keep up social housing delivery, which saw 500 houses delivered in two years under the previous plan.
Local job creation will be prioritised for businesses through the CUBE Centre of Excellence in Portlaoise.
The finalised version will be published in the coming weeks.
