North Wales Police say they were alerted to vehicle towing a caravan weaving on the dual carriageway.
After the 30 year old man failed a roadside drug test for cannabis, two dogs were also found in the vehicle.
The man has been further arrested on suspicion of theft of a motor vehicle, theft of dogs, obstructing police and an outstanding fail to appear offence.
The owner of one of the dogs has since been identified.
