The Maryborough Centre in Laois achieved a rating of 91% compared to 84% last year.
The Portlaoise facility provides psychiatric care for older people and can accommodate up to 16 residents.
The Mental Health Commission's annual report reveals an improvement in compliance with the service found non-compliant in three regulation areas compared to five last year.
Issues concerning the premises are being highlighted following the four day unannounced inspection - the presence of high-risk ligature anchor points were identified in the centre.
The facility was also found non-compliant for how it handled restraint procedures, and for failing to ensure it had appropriate written operational policies relating to the prescribing of medicines to residents.
However inspectors said service management demonstrated awareness and a proactive approach to resolving compliance issues.
Risk mitigations were already in place for the ligature points, while new medicine prescription policies were being drafted and were at the final stages of approval.
In the report staff at the Maryborough Centre are being described as warm, respectful, and responsive when dealing with residents.
