A Laois Tidy Towns Committee says it's "very disappointing" only 47 fines were issued for littering in the county last year.
Portlaoise's Vincent Booth says there needs to be greater enforcement of the laws.
Less than half of the fines were paid - with the local authority only receiving payment for 21.
Mr. Booth says the local authority needs to send out a clear message littering is not acceptable:
