The Ryanair boss is applying to Westmeath County Council to extend his office and dressing room at Gigginstown House, north of Mullingar.
He purchased the Georgian property on 1,000 acres in 1998 for £580,000 and has spent millions renovating it ever since.
Mr O'Leary is making the application for a fresh extension through a holding company and a decision is due within days.
