Offaly is one of three county's above the national average.
Laois, Offaly, and Westmeath are among just seven counties to see a decrease in commercial vacancy rates in Ireland.
The midlands rate, which is 13.8%, has decreased by 0.4% over the course of the last 12 months.
While the national average is at 14.6% - Offaly is the only one of the three counties over that figure, with a commercial vacancy rate of 15.7% .
The 30,800 vacant units across the country is an all time high.
