The motorist was stopped by Delvin Roads Policing Unit in the Crookedwood area, near Multyfarnham on Monday.
A breathalyser test found them to be four times over the legal limit for alcohol.
They are due to appear before the courts at a later date.
The Delvin Roads Policing unit were in the Crookedwood area of Westmeath when they stopped this driver, who was tested and found to be 4 over times the legal limit!
