Ciaran Mullooly made the comment during a discussion on the fuel crisis in the European Parliament following news the Defence Forces would be deployed to remove vehicles blocking Irish fuel depots.
He says he was sent the video in good faith during the debate and insists there was no deliberate attempt to misinform anyone.
The Independent Ireland rep is underlining his belief there is no need for army intervention in the fuel blockades.
