Modular housing should bypass the planning process to assist those in need of emergency accommodation.

That's the view of Offaly Councillor Tony McCormack, who is calling for supports for those who are "sharing a room, or sofa surfing."

The standard planning process can take up to three years for development to be completed on a home.
