16% reported deliberately choosing not to act.
There's a much greater need for reporting adult abuse.
That's according to Safeguarding Ireland, who say more than a third of people questioned in their latest Red C survey, take no action when they are abused.
Data revealed those who took no action, said they didn't know what to do, while 16% said they chose to do nothing.
However, the survey also found people are more likely to act when they see abuse affecting others.
Safeguarding Ireland Chairperson, and Mullingar's Patricia Rickard-Clarke, outlines the most common forms of adult abuse.
