Avenir Assets Management is seeking planning permission for a 192-room facility in Cloghanboy, Athlone.
The proposals would see the change-of-use of an office plan previously approved by Westmeath County Council.
It would include a lounge, and bar and restaurant, as well as a gym and spa, and conference room facilities.
The developer is seeking planning permission for five years.
A decision by Westmeath County Council is due by July 29th.
